Not all hotels work with cash payments on site. It's more profitable for them to take the full cost or at least a prepayment – this increases the chance that you will actually arrive. A guest's no-show is a loss. Other tourists could have booked the room instead of you, checked in, and paid. But this way, the spot is lost, and the room will remain empty.

Where to find hotels that can be booked without a card?

You can spend a long time searching online on hotel websites, or you can use booking sites, for example, Booking.com or Ostrovok.ru. If cash payment is the main criterion for you when choosing a hotel, it will be more convenient to use Ostrovok; this site even has a special filter - "Without a bank card": Be careful when booking.
