Most airlines do not allow and do not make such exchanges possible. And in cases where it is possible, it would not make sense, because the non-refundable portion of the new fare will remain non-refundable.

Let's clarify. When exchanging tickets with some airlines, it is possible to upgrade to a refundable fare by paying the difference. However, since you did not purchase a refundable ticket directly, but transferred the value of a non-refundable one and paid the difference, this amount, equal to the old ticket's fare, will remain non-refundable. The refundable portion will be the difference between the fares that you paid extra, and from this, the airline's refund penalty and service fee will be deducted. 

Thus, exchanging a non-refundable fare for a refundable one for the sake of being able to cancel the ticket does not make sense. The refund amount will in any case be less than the exchange cost.
