The design for the gardens was developed in 1880 by the renowned landscape architect William Guilfoyle, who at the time served as the director of the Royal Botanic Gardens in Melbourne. The official opening took place around 1883, marking the creation of a local landmark that combined scientific value with aesthetic perfection.

In the late 19th century, interesting experiments took place here: not only were exotic plants introduced, but various wheat varieties were also tested, and advanced agricultural machinery of the time was demonstrated. In 1899, there was even an emu farm in the park, and in the 1920s, tennis courts were installed, highlighting the effort to make the gardens a center for social and sporting life.

Interestingly, Guilfoyle's original plan was considered lost for a long time and was only recently rediscovered in the archives of the Horsham Historical Society. Today, every path in the garden is named after a past curator, paying tribute to the people who for decades cared for the prosperity of this "jewel in the city's crown," as the gardens were known in the 1930s.
