The history of this cultural center began in 1984 with the dream of Nikolay Ulyanov, the first secretary of the city committee and a passionate lover of painting, to create a full-fledged art gallery in the city. By 1985, an art department opened within the local history museum, and its staff began actively collecting works, corresponding with major museums and galleries across the entire Soviet Union.

A turning point in the museum's fate came in 1988. It was then that the Nevzorov family — Yuliy Vladimirovich, Antonina Mikhailovna, and their daughter Yulia — performed an unprecedented act by donating over 500 works of art to the city. This private collection had been assembled over decades and included authentic masterpieces. As a mark of gratitude, the museum was named after this generous family in 1991.

For a long time, the collection required a worthy setting, and in 1998, the museum moved into the Stepanov Merchants' Mansion, built back in the 1870s. This historical building was perfectly suited for the exhibition. Today, the museum's holdings include more than 5,000 items, making it one of the most significant art collections in the entire republic.
