The history of this place is rooted in the deep past: thousands of years before the arrival of Europeans, the mountain was called Pachappa and was sacred to the indigenous Luiseño people. The modern name became established in the mid-19th century when Louis Robidoux purchased part of the Jurupa Rancho here. However, the mountain only gained the status of a public park in the early 20th century through the efforts of Frank Miller, owner of the famous Mission Inn Hotel, who wanted to turn the summit into a landmark tourist site.

In 1907, the first road to the summit was built, and on February 22, Washington's Birthday, the USA flag was solemnly raised here. In the same year, the first wooden cross was installed in memory of Father Junípero Serra. Since then, the mountain began to be adorned with architectural monuments: in 1925, the Peace Tower appeared along with the elegant Friendship Bridge, which is a replica of an ancient bridge in Alcantara, Spain.

In 1955, the Miller family donated the land to the city on the condition that all historical monuments be strictly preserved. Over the decades, Mount Rubidoux has been designated a cultural heritage site and a point of historical interest in California. Today, the summit is managed by the Rivers & Lands Conservancy, ensuring the preservation of this unique landscape and its monuments for future generations.
