Originally built by an official named Khorin, the mansion passed into the ownership of the "Eastern Society of Goods Warehouses" shipping company in 1893. For many years, the family of manager Sergey Bartsev, a former Narodnik from St. Petersburg whose home became an important cultural center of the city, lived on the second floor and in the mezzanine.

This location gains special significance through its connection to the outstanding Russian philosopher Semyon Ludvigovich Frank. In 1908, he married the homeowner's daughter, Tatyana Bartseva, at the local Lutheran church, and the celebration took place in these very halls. Over the years, celebrities were guests here, including the legendary opera singer Fatma Mukhtarova, whom contemporaries called the best performer of Carmen in the world.

The modern name of the establishment appeared in 2006 when a new owner opened a café here. The name "Arabella" was not chosen by chance: it refers to the park of the same name in Munich, located near the Radio Liberty office where descendants of the Frank family worked. In 2010, Nikolai Frank visited the club, noting that the new owners had managed to preserve the unique spirit and warmth of the family nest.
