The idea of creating a large-scale exhibition project was born in 2013, when a temporary exhibition dedicated to the 400th anniversary of the Romanov dynasty was held in Moscow with immense success. Seeing the great public interest, it was decided to create a network of permanent parks across the country. In Saratov, the decision to build was made in 2016, and the work began in the summer of 2017 with the support of PJSC Gazprom.

The construction of the building, covering an area of over 8,000 square meters, proceeded at an impressive pace. By February 2018, the structure was completed and equipped with complex engineering systems. The grand opening took place on September 15, 2018, and became a major gift to the residents for City Day. The Saratov park was among the first 17 regional sites of this ambitious federal project.

Notably, not only Moscow specialists but also local historians and researchers worked on the content. They developed a unique regional component that allows visitors to learn about the Saratov region's contribution to the country's overall history. In 2023, the complex celebrated its first five-year anniversary, confirming its status as one of the most popular cultural venues in the region.
