During Franklin D. Roosevelt's "New Deal" era, between 1934 and 1941, the park was transformed through the efforts of the Works Progress Administration (WPA). During this time, the stone retaining walls along the river were erected, and wooden bleachers and a curling rink were built, giving the park its distinctive character.

The park received its current name, Hart Park, in 1960 in honor of Charles Hart, a historical figure who built the first mill in Wauwatosa. A major expansion took place in the late 1990s following severe flooding: a floodplain management program allowed the park's area to more than double to its current 53 acres, turning it into the district's largest green hub.
