The history of this location is inextricably linked to the development of Grand Rapids' infrastructure. In 1874, the first city reservoir was built here, which is why the upper part of the hill was known as Reservoir Park for a long time. The official status of the Belknap Lookout neighborhood was established in 1926.

The neighborhood and park are named after Charles E. Belknap—a prominent figure in Michigan history. He served as the city's mayor in 1884, a congressman, and the first commissioner of the Boy Scouts of America. His contributions to the city's development are still honored by local residents today.
