The history of this unusual monument began in the first half of 1999. It was then that the first bronze sculpture in the post-Soviet space dedicated to the "ideological fighter for banknotes" appeared in Elista, on a prospect that bore Ostap Bender's name. The initiative for its creation came from Kirsan Ilyumzhinov, who inspired sculptor A. Khachaturyan to bring the image of the legendary literary hero to life.

The appearance of the monument was closely linked to a grand event—the construction of City-Chess for the 33rd World Chess Olympiad in 1998. For a time, the capital of Kalmykia became the real-life embodiment of Bender's dream of New-Vasyuki, which made the installation of the monument highly symbolic and logical for the city landscape.

Interestingly, the monument has changed its "residence" over time. In 2021, Ostap Bender Prospect was renamed in honor of Pyotr Anatsky, and in 2022, in preparation for Elista's 160th anniversary, the sculptural composition was dismantled and refurbished. Now, the "Great Combinator" greets guests directly within Chess City itself, remaining one of the city's most recognizable symbols.
