The grand opening of the memorial took place on May 9, 1976, on the 31st anniversary of the Victory over Fascism. This complex became a tribute to the memory of thousands of city residents who never returned from the battlefields. Historical data shows that more than 18,000 people from Mineralnye Vody went to the front, and almost half of them died defending their homeland.

The architectural design of the monument is deeply symbolic. Five bas-reliefs decorating the monument tell of different stages and heroic deeds: from the defense of the Caucasian Mineral Waters in the summer of 1942 to the heroic actions of partisan detachments and underground resistance. A special place in the city's history is held by the feat of the "Mest" (Revenge) reconnaissance group, performed near Mount Zmeyka in December 1942.

During the war years, 18 city residents were awarded the high title of Hero of the Soviet Union, and one became a full cavalier of the Order of Glory. Their names and deeds are inextricably linked to this place, making the memorial not just a monument, but a true open-air chronicle of courage.

Today, the "Eternal Flame of Glory" is a center for patriotic education. In 1997, the tradition of Post No. 1 was restored here, where the city's best students and schoolchildren stand as a guard of honor, emphasizing the continuity of generations and the eternal gratitude of descendants.
