The history of this site dates back to the 19th century when the area was known as Babina Grove and Vorontsovskaya Grove. At the initiative of Prince Mikhail Vorontsov, the Viceroy of the Caucasus, the land was transferred to city ownership. A "public utility nursery" was established here to grow fruit tree saplings for local residents, providing a significant boost to regional horticulture.

The park's true golden age is linked to the name of the talented gardener Bernard Novak, who took over the position in 1894. He transformed the utilitarian nursery into a work of art, laying out neat paths and installing elegant gazebos and a stone fence. Novak became famous for his incredible floral arrangements. It was he who created the famous floral calendar and decorative flower beds shaped like vases, carousels, and even fountains.

One of the most notable chapters in the park's history was the creation of the "Varyag" flower bed in 1904, dedicated to the heroism of Russian sailors. This work was recognized as the best in Russia at a prestigious park management competition, and in 1909, Novak himself was awarded a gold medal on the Alexander Ribbon. Today, the park carefully preserves the memory of those times, holding the official status of a regional monument of landscape architecture.
