According to the 1812 development plan for Saratov, the site where the park stands today was originally intended for one of the city squares, with a church at its center. However, this plan changed. In late 1879, city architect Aleksey Markovich Salko took the initiative to improve this then-unnamed and desolate territory. He suggested naming it Poltava Square in honor of the 170th anniversary of the famous victory of Russian troops over the Swedes at Poltava on June 27, 1709.

Ten years after the creation of Poltava Square, the Prince Vladimir Church was built on its territory. For a while, the site served the citizens, but over time the area fell into decay. As the newspapers of the time wrote, the residents of Saratov tried to avoid the so-called "church garden," especially after dark, due to its ill repute.
