Few know that in the 19th century, trade was booming on this very spot, as it was home to the Market Square. In the 1930s, the area was transformed into a city garden, which later became the Central Park of Culture and Leisure. During the Soviet era, a stadium also operated here, making the history of this place even more multi-faceted.

However, in the 1990s, this central urban space went through difficult times. The area fell into decline and, according to eyewitnesses, turned into a neglected and even dangerous wooded area that people tried to avoid. A radical transformation and revival of the place occurred in 2004, when it was decided to completely reconstruct the neglected park in honor of the 60th anniversary of the Tyumen region. It was then that the old city garden gave way to a new, modern pedestrian boulevard.

Interestingly, the boulevard did not get its colorful name immediately. In the first few years after the large-scale reconstruction, it was simply and functionally called Pedestrian Boulevard. It was only in 2007, following a public vote, that it received its current name—Tsvetnoy Boulevard—which is now familiar to every resident and visitor of the city.
