The history of Yuzhny Park dates back to the mid-19th century. Originally, a landscape park was established on this site on December 9, 1841, by order of the Prussian King Frederick William IV. Decades later, in 1927, it was officially opened to the public as Southern Park, laying the foundation for the green oasis we know today.

The fate of the park, much like the city itself, has been eventful. In 1938, it was renamed Horst Wessel Park. After the mid-20th century, when Königsberg became Kaliningrad, the park was unofficially but characteristically known as Matrossky (Sailors' Park). This was due to its proximity to Baltic Fleet warehouses, which gave it a unique local flair in the post-war years.

Over time, Yuzhny Park has constantly evolved to meet the needs of the city's residents. At various times, city baths, a boat station, a stadium, a youth tourist base, and children's playgrounds were established on its grounds. In 1957, the park came under city management and was officially renamed the Park of Culture and Leisure named after the 40th Anniversary of the Komsomol. It held this name until 2008.
