It was then, following Emperor Alexander I's visit to Vyatka (the former name of Kirov), that the decision was made to establish a new public space for the townspeople. The garden received its famous name in December of that same year. It was named Alexandrovsky (Alexander) in honor of the heir to the throne, the future Emperor Alexander II, emphasizing its significance. The design and construction of key structures were led by the provincial architect Alexander Yegorovich Timofeyev and the outstanding architect Alexander Lavrentyevich Vitberg, who was in exile in Vyatka at the time but nevertheless made a huge contribution to the city's appearance.

Thanks to their joint efforts and talent, the garden's iconic elements were built between 1838 and 1840, defining its unique style even today. Following Alexander Vitberg's design, the monumental entrance portico and the famous cast-iron fence, which is a work of art in itself, were erected. The elegant rotundas and pavilions, which add lightness and romanticism to the park, were created according to Alexander Timofeyev's drawings.
