It was then, on the scenic slopes of the Solovyovskaya Sloboda ravine, that it was established by the efforts of workers from Kirov enterprises and students during community work days (subbotniks). Initially, this green corner was named Solovyovsky Park and was intended as a recreation area for residents of the Leninsky District of Kirov.

A significant stage in the park's development occurred between 1971 and 1974, as the city prepared to celebrate its 600th anniversary. During this period, extensive landscaping work was carried out: a dam and a bridge were built at the bottom of the ravine to create a cascade of ponds. The territory was adorned with walking paths, trees were planted, flowerbeds were laid out, and benches and gazebos were installed. Even earlier, in 1967, the Vyatka Hotel was built next to the park based on the design of architect Boris Viktorovich Zyrin, and the "Spartak" sports society pool appeared in the lower part of the park.

Interestingly, the park received its current name in honor of Sergei Mironovich Kirov only after 1974; before that, it remained Solovyovsky. Looking even deeper into history, before the park was created, this area was for a long time the outskirts of first Vyatka and then Kirov—a landscape of fields and ravines where local residents grazed livestock. In the 1930s and 1940s, there was an idea to turn the area around the ravine and the Akhtyrskoye Cemetery into a botanical garden, but it was only partially realized with the emergence of the park.
