The grand opening of the attraction took place on August 9, 2019. Notably, the launch happened several days ahead of schedule. The new structure replaced an old 35-meter wheel that was dismantled. The modern design is twice as high as its predecessor and is installed on a special foundation building, making the viewpoint even more impressive.

The project went through public discussions, during which the design and functionality of the site were refined based on the wishes of city residents. Special attention was paid to the structural reliability and its integration into the landscape of the embankment, whose history dates back to 1955. Today, this site harmoniously combines historical significance with modern engineering solutions.
