Valentin Mindovsky's contribution to the greening of Perm was truly immense, and Mindovsky Park became one of the vivid proofs of this. Before his fruitful work in Perm, Mindovsky successfully worked on transforming the city of Berezniki. In almost two decades, he managed to turn an industrial city into a real flowering garden, for which Berezniki even received a prestigious RSFSR Council of Ministers award in a city improvement competition in 1948.

Under Mindovsky's leadership in the 1960s, other significant green zones were created in Perm, including parks in Zakamsk and Gaiva, and the Teatralny and Komsomolsky squares were combined into a single large garden. The scale of his activity was impressive: the staff of Gorzelenstroy in Soviet-era Perm under his command numbered 500 people.
