The history of this cultural center began at the end of the 19th century, when the Voronezh Provincial Museum opened in 1894. However, it acquired its current appearance and status as an art museum in 1933. The collection gained particular value through a merger with the funds of the VSU Museum of Antiquities, which had been evacuated from Tartu (Yuryev University), gifting Voronezh rare ancient Greek and Egyptian artifacts.

The building itself, known as the "Voronezh Palace," is an outstanding monument of Baroque architecture. Built in 1777–1779 for Governor Ivan Potapov, it passed through many owners and purposes—from a noble estate to military barracks—until it finally became a home for art in the early 20th century.

During the mid-20th century, the museum's collection was carefully evacuated to Omsk, which allowed these unique masterpieces to be preserved for future generations. In 1984, on the 150th anniversary of the birth of the famous painter and Voronezh province native Ivan Nikolaevich Kramskoy, the museum was officially named in his honor.
