The history of this site began in 1918, when the building was erected as the Walter Reed School. Notably, during the Spanish flu epidemic, the first floor of the school temporarily served as an emergency hospital before the building returned to its educational function.

For a long time, the school was a vital center for the local community, and after closing in 1971, the building was given a second life as the multi-functional Wickham Avenue Neighborhood Facility. It was here, at the initiative of African American leaders, that the idea was born to transform the former classrooms into a space for social and cultural development.

The modern era began in October 2008 following an extensive renovation. The center was named in honor of Norvleate Downing-Gross, a well-known community leader. One of the complex's main highlights is the theater named after the great jazz diva Ella Fitzgerald, who was born in these parts in 1917.
