The design of this remarkable building is credited to Sakichi Horie, a talented carpenter whose family served the local Hirosaki-han clan for generations. The library was officially opened on March 22, 1906 (the 39th year of the Meiji era). It replaced a former private book depository and became an important symbol of the city's pursuit of knowledge and modernization.

The architecture reflects the spirit of the times: a Renaissance style adapted to Japanese realities. The building is entirely wooden, yet its silhouette with its characteristic twin towers resembles European buildings of that period. Until 1931, it was a hub of activity with busy reading rooms, but the use of the space changed over time: over the years, the building was used as apartments and even a cozy coffee shop.

In 1989, to preserve this unique monument for future generations, city authorities decided to move it to its current location in Ote-mon Square. This event coincided with the 100th anniversary of the city's founding. Since then, the Former Hirosaki City Library has functioned as a museum, showcasing the history of education and cultural development in Aomori Prefecture to its guests.
