The project, which included a pumping station on the Teteriv River and the tower itself, was a real challenge for its time, considering there were almost no tall buildings in the city then.

The construction process, which began in 1895, lasted several years due to funding difficulties. The city budget allocated more than 24,000 rubles for the project—a massive sum for those times. The architects were Arnold Ensh and Mieczysław Librowicz, who created not just a functional reservoir, but a true work of art in the Art Nouveau style. The official opening took place at the very end of 1898.

For more than half a century, until 1964, the tower faithfully served the citizens. Later, with the advent of more modern pumping stations, it ceased to be used for its direct purpose but retained its status as an architectural landmark. In 1996, the site was officially recognized as an architectural monument, confirming its historical value for the region. Today, it is one of the most prominent surviving monuments of industrial architecture in Ukraine from the second half of the 19th century.
