Construction of the building began in 1936 on the initiative of the Sader brothers. It was envisioned as the peninsula's first high-rise structure, intended to symbolize a new stage in the resort's development. Later, the project passed into the hands of the Sagasti brothers, and on January 8, 1938, Casino Nogaro officially opened its doors to its first guests.

In those years, the hotel was considered the height of luxury: four floors, 150 comfortable rooms, its own theater, tennis courts, and bridge rooms. The newspaper El Día described it as the first truly elite facility for foreign tourists in Uruguay. In the 1940s, the venue became a center of cultural life, hosting performances by the best orchestras from Buenos Aires and Rio de Janeiro, attracting celebrities from all over the world.

Interestingly, in 1948, the operation of the gaming halls legally passed to the state, strengthening the casino's status as an important national site. Although the residential part of the complex was converted into a condominium called Edificio Punta del Este in 1955, the casino itself continued to operate, becoming a true long-standing symbol of tradition and continuity in Punta del Este.
