The history of the building that houses the Art Center today began in 1894. Originally, it was a residential house built by a Prussian subject, Fyodor Pechelis. Remarkably, this very red-brick structure became part of the world's artistic heritage, appearing on Chagall's legendary canvas "Over the Town," where lovers soar above the rooftops of Vitebsk.

The path to creating a full-fledged museum was long: it was only in the early 1990s, at the initiative of the public Chagall Committee, that the decision was made to memorialize the artist in his hometown. The Art Center itself opened in 1992, becoming the first site of the future museum complex. In 2007, the building was officially included in the State List of Historical and Cultural Values of the country.

Interestingly, the first items in the collection arrived in Vitebsk from Germany, donated by international fans of the master's work.
