The project to transform this derelict territory into a modern recreation area was designed by architect Valentin Donose. The idea was to create an extensive green space for the residents of the southern districts of Romania's capital, which were being rapidly developed at the time. The work was massive: it required draining the swamps and conducting large-scale earthworks to create artificial hills and a scenic lake, which remains the centerpiece of the park's landscape today.
