The history of this grand building is inextricably linked to the ambitions of the local nobility in Soria. The palace was built between 1577 and 1592 by order of Francisco López de Río y Salcedo, a wealthy landowner and member of the influential Mesta (sheep-owners' guild). The construction of such a large-scale structure was intended to demonstrate the family's exceptional economic power.

Interestingly, the current appearance of the palace is only part of the original grand design, which some historians believe envisioned even more impressive dimensions. The building received its current name after King Carlos II granted the title of Counts of Gómara to a representative of the Salcedo family in 1692.

In the 20th century, the palace's fate was quite diverse: at different times, its walls housed the "Proyecciones" cinema and the headquarters of a youth organization. Since the middle of the last century, the building has taken on a more formal role as the residence of the Provincial Court (Palacio de Justicia), which has helped keep its interiors in excellent condition.
