The history of this cultural center began at the end of the 19th century when local intellectuals and artists were inspired by the idea of creating a dedicated art hub in the city. The gallery officially opened its doors on July 17, 1960, though at that time it occupied only the east wing of the Drama Theater building, where the exhibitions were housed for nearly twenty years.

In the 1970s, the institution was granted regional status, which spurred an active expansion of its collections. In 1977, the gallery moved to the historic Bulgarian National Bank building under the leadership of Ivan Popchev. The 1970s and 80s were a "golden age" for the institution, with frequent en plein air sessions and significant additions to the sculpture and painting collections.

A new chapter began in 2000 when the municipality provided the former central market hall (hali) for the gallery's needs. After two years of extensive renovation, the building was completely refitted, featuring modern exhibition halls totaling 1,200 square meters and specialized storage facilities for artworks.
