The history of this cultural institution began in November 1931. The museum owes its existence to the initiative of a group of local intellectuals, including the collector Ion Ionescu-Quintus, the famous architect Toma T. Socolescu, and the historian Dumitru Munteanu-Râmnic. Originally a city art gallery, it became part of Romania's important network of national museums.

The collection's fate was not an easy one: during the Second World War, the exhibits had to be evacuated, and only in 1955 did the museum reopen its doors to the public. The museum found its current magnificent home—the Ghiță Ionescu Palace—in 1969. Before that, the luxurious mansion had served as the office for the prefect of Prahova County.

In 2005, the museum was officially named after Ion Ionescu-Quintus. This was a tribute not only to the gallery's founder but also to his entire family, who played a key role in preserving the region's cultural heritage. Today, the museum does more than just house paintings; it also manages other important sites, including the memorial house of the great Nicolae Grigorescu in Câmpina.
