The history of this site dates back to the distant past — in the 17th century, the formidable wooden Kaluga Fortress stood here, featuring 12 towers and a governor's residence. After the fortifications burned down in the early 18th century, the area remained vacant for many years until 1818, when Emperor Alexander I decreed the establishment of a public boulevard. The first eight alleys were adorned with 300 linden trees, transforming the former site of the fire into a favorite promenade for the nobility.

The park's modern appearance began to take shape at the end of the 19th century. In the 1880s, a garden was created at the governor's house, and shortly after, Governor A.G. Bulygin funded the creation of Vladimirsky Square. This project coincided with the visit of Grand Duke Vladimir Alexandrovich. It was during this time that the famous larch alley was planted and the elegant fountain, which still delights visitors today, was installed.

In the Soviet era, during the 1920s, the separate gardens were merged into a single space named after Sverdlov, and in 1930, it received the status of the City Park of Culture and Rest. Despite significant damage during the war years, the park was quickly restored, and by 1945, it hosted the first Victory fireworks display.

Interestingly, the park has always been a cultural magnet for the city: in 1911, one of the first cinemas opened here, and in the mid-20th century, a summer theater with a thousand seats was in operation. Today, it stands as a living monument of landscape art, preserving the atmosphere of old Kaluga.
