The park's history began in 1867 when the "New Boulevard" was established on a wasteland by order of the provincial administration. Severin Kovalskyi, the city's first gardener, oversaw the creation of the green space. Initially, poplars and acacias were planted here, followed by oaks, maples, and ashes, turning the outskirts into a shady garden.

The area's active development took place in the 1870s-1880s when the park became a center of social life. Elegant wooden gazebos were built, circus tents were set up, and bridges were constructed over ravines, offering views of the waterfall. The appearance of the New Bridge in 1874 made this the main walking route for all residents.
