The history of this facility is quite unusual: the construction of Hala Podpromie began back in the 1970s. However, due to various circumstances, the project was delayed for decades, and the arena officially opened its doors only on June 16, 2002. The design, developed by Professor Stanisław Kuś, was a true engineering achievement for its time.

The building stands out for its architecture: its steel roof, shaped like a broken arch, and a complex ventilation system make it not only aesthetic but also highly functional. Since its opening, the center has firmly established its status as the region's main sporting venue, hosting world-class events. For instance, in 2007, it hosted a stage of the prestigious World Grand Prix volleyball tournament.

The arena is named after Jan Strzelczyk — a prominent figure who made an enormous contribution to the development of sports. Today, this complex holds a respectable 11th place in capacity among all similar facilities in the country, remaining a key element of the modern infrastructure that Poland is proud of.
