The history of the park is inextricably linked to a large-scale urban renewal project in 1964, when Ulyanovsk began preparing for the 100th anniversary of V.I. Lenin's birth. The project was designed by Timofey Potapovich Shafransky, an invited specialist from the Moscow Academy of Public Utilities. The official opening took place in 1970, and it was originally named the "Ulyanov Family Park."

The symbolism of the site was embedded in its details: for instance, the number of pedunculate oaks planted at the time exactly matched the number of members in the Ulyanov family. Over three years, more than 30,000 trees and shrubs were planted across an area of about 10 hectares, with plants selected to recreate the flora of various geographical zones.

After a difficult period of neglect in the 1990s, the territory found its second wind. A major renovation began in 2006, and two years later, the site officially received its concise name, Semya (Family) Park. Today, it is not just a place for walking, but a site included in the register of specially protected natural areas of regional significance.
