The history of this place dates back to the beginning of the 20th century. The park was founded on the territory of the former summer residence of Nikolai Grodekov, who served as the military governor of the Syr Darya region. The grand opening of the public space for citizens took place on June 24, 1934.

For many years, the park bore the name of the German politician Ernst Thälmann. It is under the name "Telmanka" that it remains in the memory of many generations of city residents. During World War II, this place fulfilled an important social mission: a canteen for evacuated children who arrived in Tashkent from all over the Soviet Union was organized here.

During the Soviet period, the park was a cultural hub: brass band parades were held here, a cinema operated, artists performed on the open-air stage, and youth song festivals took place. After a major reconstruction in 2018, the park acquired its modern European appearance and its current name in honor of the great scholar Mirzo Ulugbek, while preserving its unique historical aura.
